History
The Financial Superintendence (SFC) arose from the merger of the Banking Superintendence of Colombia and the Securities Superintendence, as set out in Article 1 of Decree 4327 of 2005. This entity is a technical body under the Ministry of Finance, with legal, administrative and financial autonomy and its own funding.
 
 
Mission
Preserve public confidence and financial stability, maintaining the integrity, efficiency and transparency of the stock market and other financial assets and ensure respect for consumer rights and the proper financial service.

Being a financial supervisory institution committed to excellence, locally and internationally recognized for its high standards of performance, management and technical level, supported by a professional team, skilled and innovative, to seek the healthy development of secure sector and financial consumer satisfaction.

Legal Nature
The SFC, is a technical body under the Ministry of Finance, with legal, administrative and financial autonomy and its own funding.
 
Object
The President of the Republic, in accordance with the law, will exercise through the SFC, inspection, monitoring and control over the persons involved in financial activities, securities, insurance, and any other related to the management, use or investment of resources collected from the public.

The SFC aims to monitor the Colombian financial system in order to preserve its stability, security and trust, as well as promoting, organizing and developing the Colombian securities market and protect investors, depositors and policyholders.

 
 
General Functions
The SFC will develop the functions established in the decree 2739 of 1991 and other regulations that modify or add it, the Decree 663 of 1993 and other norms that modify or add it, the Law 964 of 2005 and other norms that modify or add it, and the ones appointed by the President of the Republic.
 
 
Principal Plans and Programs
 
  • Plan of Administrative Development: Aims to support the management of the entity through the execution of actions that allow the improvement and the institutional development, taking advantage of the strengths in order to improve the recognition of the Ministry of Finance and Public Credit sector as one of the most dynamic and efficient of the statal branch by means of the following policies:
    • Human Resources Development
    • Quality Management
    • Democratization of the public administration
    • Moralizing and transparency in the public administration

  • Investment Projects: They are a set of activities with objectives and paths organized in order to achieve benefits in terms of increasing the productivity and improving the quality of the services of the public entities.
    • To adequate, updating and modernization of the Superintendence’s library.
    • Repairing, conservation, maintenance, expanding, using and improvement of the SFC building structure and location of the working areas for the employees of the entity. (It includes consultancies for studies, designs, technical support and consulting activity)
    • To adequate of the documentary file of the Superintendence through the Organization, classification, application of the table of documentary retention, digitalization and storage processes over the same one.
    • Training for strengthening in financial surveillance skills
    • To adequate, acquisition and implementation of the productivity integrated management system.
    • Updating and new implementations of Information Technologies in the Superintendence.

  • Strategic Plan: In February, the Entity Management Team based on the Consolidated Commitments and Projects, and once the depuration was made taking in to account the available resources of the Entity, established the projects to the 2010 - 2011 period. They were classified in Strategic and Operative. More information in Spanish
 
  • Current Strategic Projects:
    • Supervision Integrated Frame – (known as MIS - Marco Integral de Supervisión).
    • Valuation of the Investment Portfolios of according to Market value.
    • Designing and Construction of a software tool for the Consultation of the Information of the SFC.
    • Including the Portfolios and FCP Administered by SCB – SAI to the Register Module.
 
  • New Strategic Projects: The Financial Superintendence of Colombia has established some additional projects oriented to the application of the Financial Reform, to develop some tools of the supervision and make stronger the operative structure of the Entity.
 
  • Online Government Strategy: The Decree 1151 of April 14, 2008, established the general guidelines of the Strategy of Online Government of the Republic of Colombia. It regulates partially the 962 of 2005 Law and it established other indications, with the objective of contributing with the construction of a more efficient, transparent and participative Government, that provides better services to the citizens and to the companies, through the use of the Information and Communication Technologies.
 
 

Integrated Management System -  IMS (Sistema de Gestión Integrado - SGI)

The  Integrated Management System of the SFC is a model that integrates the requirements of the following technical standards:

  • NTCGP 1000:2009 – Technical Standard oriented to the Implementation of a Quality System in the companies of the public sector in Colombia (Decree 4110 of 2004)
  • ISO 9001:2008 – International Standard that establishes the requirements for a Quality System.
  • MECI 1000:2005 - Standard Model of Internal Control (Decree 1599 of 2005) to the Colombian public sector.
  • NTC 5254 - Operational Risks Management. This standard shows how to establish a system to manage the operational risk.  

The IMS, has been implemented in order to generate a culture of quality and of excellence inside the entity, that contributes substantially to the fulfillment of the Mission, Vision and Strategic Objectives of the entity.

The company SGS Colombia S.A.- Systems and Services of Certification for Colombia (that belongs to SGS Group – an International Certificator Company), gave to the Financial Superintendence of Colombia, the quality certificates under the International standard ISO 9001:2008 and the Colombian National Standard NTCGP 1000:2004.
